Most drugs of abuse are addictive. Addiction is a chronic, relapsing disease characterized by compulsive drug seeking and use despite negative consequences and by long-lasting changes in the brain. People who are addicted have strong cravings for the drug, making it difficult to stop using. Most drugs alter a person’s thinking and judgment, which can increase the risk of injury or death from drugged driving or infectious diseases (., HIV/AIDS, hepatitis) from unsafe sexual practices or needle sharing. Drug use during pregnancy can lead to neonatal abstinence syndrome, a condition in which a baby can suffer from dependence and withdrawal symptoms after birth. Pregnancy-related issues are listed in the chart below for drugs where there is enough scientific evidence to connect the drug use to negative effects. However, most drugs could potentially harm an unborn baby.

A study released by the National Academies of Sciences, Engineering, and Medicine cited significant evidence for a statistical link between mothers who smoke marijuana during pregnancy and lower birth weights of their babies. [24] Cannabis consumption in pregnancy is associated with restrictions in growth of the fetus, miscarriage, and cognitive deficits in offspring. [50] Although the majority of research has concentrated on the adverse effects of alcohol, there is now evidence that prenatal exposure to cannabis has serious effects on the developing brain and is associated with "deficits in language, attention, areas of cognitive performance, and delinquent behavior in adolescence". [51] A report prepared for the Australian National Council on Drugs concluded cannabis and other cannabinoids are contraindicated in pregnancy as it may interact with the endocannabinoid system . The Global Alliance to Eliminate Lead Paint is an important means of contributing to the implementation of paragraph 57 of the Plan of implementation of the World Summit on Sustainable Development and to resolution II/4B of the Strategic Approach to International Chemicals Management (SAICM), which both concern the phasing out of lead paint. The elimination of lead paint will contribute to the achievement of Sustainable Development Goal target : By 2030 substantially reduce the number of deaths and illnesses from hazardous chemicals and air, water, and soil pollution and contamination; and target : By 2020, achieve the environmentally sound management of chemicals and all wastes throughout their life cycle, in accordance with agreed international frameworks, and significantly reduce their release to air, water and soil in order to minimize their adverse impacts on human health and the environment.

Benzodiazepine therapy can give rise to physiologic and psychologic dependence based on the drug's dosage, duration of therapy and potency. 1 Thus, dependence will develop sooner (such as in one to two months) in a patient who is taking a high dosage of a high-potency agent such as alprazolam than in a patient who is receiving a relatively low dosage of a long-acting, low-potency agent such as chlordiazepoxide. As a result of physiologic dependence, withdrawal symptoms emerge with rapid dose reduction or abrupt discontinuation of the drug.

While a psychotic reaction can occur following any method of use, emergency room responders have seen an increasing number of cases involving marijuana edibles. Some people (especially preteens and teens) who know very little about edibles don't realize that it takes longer for the body to feel marijuana’s effects when eaten rather than smoked. So they consume more of the edible, trying to get high faster or thinking they haven't taken enough. In addition, some babies and toddlers have been seriously ill after ingesting marijuana or marijuana edibles left around the house.

In estimating the impacts on economic activity and employment from undoing these spending caps, we assume that the composition of discretionary spending is essentially unchanged by shifts in the level of spending. It is theoretically true that cuts to infrastructure spending could be less or more steep than overall spending cuts, but this is nearly impossible to forecast. Further, the discretionary spending cuts currently constituting the policy baseline in the United States (., the budget “sequester”) are across-the-board cuts to every category of discretionary spending, making the assumption that the composition of discretionary spending cuts will be unaffected by the level in fact consistent with current budget law.
